Understanding Conversations and Their Types

How WhatsApp conversation categories work, what they cost, and how they relate to message templates

Updated 10 February 2026

Every message you send through the WhatsApp Business API is part of a conversation — a 24-hour messaging window between your business and a customer. Understanding how conversations work is essential because they determine what you're charged for and how your messaging costs add up.

What Is a Conversation?

A conversation is a 24-hour window that opens when a message is delivered. Once open, you can send unlimited messages within that window at no additional cost (as long as they're the same category). When the 24 hours expire, the conversation closes.

There are two types of conversations based on who starts them:

Business-initiated — You send the first message using an approved template. This opens a conversation and you're charged based on the template's category (Marketing, Utility, or Authentication).

User-initiated (Service) — The customer messages you first. You can reply with any message (no template required) within the 24-hour service window. Service conversations are free.

Conversation Categories

Each conversation belongs to one of four categories. The category is determined by the type of template you send.

Marketing

Any business-initiated message that promotes your products, services, or brand. This includes offers, discounts, product launches, re-engagement messages, upsells, and general announcements.

Example templates:

  • "Hi {{1}}, we're running a 30% off sale this weekend! Shop now at {{2}}"
  • "{{1}}, we haven't heard from you in a while. Here's a special offer just for you!"

Marketing conversations are the most expensive category. Use them strategically for messages that drive revenue.

Utility

Business-initiated messages that provide transactional information the customer expects or needs. Order confirmations, shipping updates, appointment reminders, payment receipts, and account alerts.

Example templates:

  • "Hi {{1}}, your order #{{2}} has been shipped. Track it here: {{3}}"
  • "Reminder: Your appointment is tomorrow at {{1}}. Reply YES to confirm or NO to reschedule."

Utility conversations cost less than Marketing. If your message is purely informational and benefits the customer, it's Utility.

Authentication

Messages that contain one-time passwords (OTPs) or verification codes. This is the cheapest business-initiated category.

Example templates:

  • "Your verification code is {{1}}. It expires in 10 minutes. Do not share this code."

Authentication templates have strict formatting requirements — they must contain a one-time code and cannot include URLs or media.

Service

When a customer messages you first, a free service conversation window opens. You can reply with any free-form message (no template needed) for 24 hours. If you don't reply within 24 hours, the window closes and you'll need to use a template to re-initiate contact.

Service conversations are free. This is why many businesses use click-to-WhatsApp ads and QR codes — they encourage customers to message first, keeping conversations in the free service category.

How Charging Works

One charge per conversation — When a conversation opens, you're charged once. All messages within that 24-hour window are included.

Multiple messages, same cost — If you send 5 messages to the same customer within an open Marketing conversation, you're only charged for one Marketing conversation.

Category matters, not message count — The charge is based on the conversation category, not how many messages you send within it.

What Happens When You Mix Categories

This is where businesses often get surprised by costs. If you send a template from a different category during an active conversation, it opens a new conversation with its own 24-hour window and its own charge.

Scenario: A customer messages you (free Service conversation opens). You reply with a helpful answer — still free. Then you send a Marketing template with a discount offer — a new Marketing conversation opens and you're charged for it. The Service conversation is still active too.

Scenario: You send an order confirmation (Utility conversation opens). Two hours later, you send a promotional offer to the same customer (Marketing conversation opens). You're now charged for both a Utility and a Marketing conversation.

Key rule: Sending a template from the same category as an already-open conversation does NOT open a new conversation. Only a different category triggers a new charge.

Free Entry Point Conversations

When a customer starts a conversation by clicking a click-to-WhatsApp ad or a Facebook Page CTA button, the first conversation is free regardless of category. This means you can reply with a Marketing or Utility template at no cost for that first conversation.

This free entry point window lasts 72 hours (instead of the usual 24), giving you more time to engage the customer.

How This Relates to Templates

Templates are how you start business-initiated conversations. The template's category directly determines the conversation category and cost:

When creating templates in WhatChimp, choosing the right category isn't just about Meta approval — it directly affects your messaging costs. See Guidelines for Utility and Marketing Templates for help choosing the right category.

Practical Tips

Encourage customers to message you first — Use WhatsApp links on your website, QR codes in-store, and click-to-WhatsApp ads. Customer-initiated service conversations are free.

Don't mix categories unnecessarily — If you need to send both a shipping update and a promotional offer, consider whether the promo can wait until the next day to avoid opening two conversations at once.

Reply within 24 hours — Once the service window closes, you'll need a template (and a charge) to re-engage. Set up automated replies in WhatChimp for common questions to keep within the window.

Use Utility over Marketing when possible — If a message is genuinely transactional (order update, appointment reminder), submit it as Utility. It's cheaper and has higher approval rates.
