Business Manager, WhatsApp Accounts aur Phone Numbers Explained
Meta Business Manager aur WhatsApp accounts ke beech ka relationship samjhein
Updated 10 February 2026
When you connect your WhatsApp number to WhatChimp (or any WhatsApp Business API provider), you're working with three layers inside Meta's system. Understanding how these pieces connect will save you confusion later — especially when managing templates, messaging limits, billing, or multiple phone numbers.
The Three-Level Hierarchy
Everything in WhatsApp Business API is organized in three levels:
Meta Business Portfolio
└── WhatsApp Business Account (WABA)
└── Phone Number
Meta Business Portfolio is the top-level container. It holds all your Meta business assets — WhatsApp accounts, Facebook Pages, Instagram accounts, Ad accounts, and more. Think of it as your company's control center inside Meta.
WhatsApp Business Account (WABA) sits inside your portfolio. It's the container for your WhatsApp phone numbers and message templates. You can have multiple WABAs under one portfolio if you need to keep things separate (e.g., different brands or departments).
Phone Number is the actual WhatsApp number your customers message. Each phone number belongs to one WABA, and each WABA belongs to one portfolio.
Here's what this looks like in practice:
Acme Corp (Business Portfolio)
└── Acme Support (WABA)
├── +91 98765 43210 (Support number)
└── +91 98765 43211 (Sales number)
└── Acme Europe (WABA)
└── +44 20 7946 0958 (UK number)
What Lives Where
This is the part that confuses most businesses. Where do templates live? Where are messaging limits set? Here's the breakdown:
| What | Where It Lives | What This Means |
|---|---|---|
| Business verification | Portfolio level | Verify once, applies to everything under it |
| Messaging limits | Portfolio level | All phone numbers share the same daily limit |
| Payment method | WABA level | Each WABA needs its own payment method for WhatsApp API billing |
| Message templates | WABA level | All phone numbers in the same WABA share templates |
| Quality rating | Phone number level | Each number has its own quality score |
| Display name | Phone number level | Each number can have a different display name |
| Green tick | Phone number level | Applied per number, not per account |
| Profile picture & info | Phone number level | Each number has its own profile |
Key takeaway: If you want two phone numbers to share the same message templates, put them in the same WABA. If you want separate templates (e.g., different brands), create separate WABAs.
Limits You Should Know
| Limit | How to Increase | |
|---|---|---|
| WABAs per portfolio | 20 | Contact Meta support |
| Phone numbers per WABA | 2 (before verification) → 20 (after verification) | Complete business verification |
| Messaging limit (new portfolio) | 250 unique users per 24 hours | Verify business + send quality messages |
| Messaging limit (verified) | 1K → 10K → 100K → Unlimited | Automatic based on quality and volume |
Messaging Limits Are Now Portfolio-Level
This is a major change from October 2025 that catches many businesses off guard.
Before October 2025: Each phone number had its own messaging tier. One number could be at 10K while another was at 1K.
Now (2026): All phone numbers under your portfolio share a single messaging limit. If your portfolio is at 10K, that's 10K unique users total across ALL your numbers — not 10K per number.
The upside: when you add a new phone number, it immediately gets access to your portfolio's current limit. No starting from scratch.
Business Verification — Why It Matters
Business verification is Meta's process to confirm your business is legitimate. It's not the same as the green tick (that's a separate application).
What it unlocks:
- Phone number limit goes from 2 to 20 per WABA
- Messaging limits can scale beyond 250 (needed for 1K, 10K, 100K tiers)
- Eligible to apply for the green tick (verified badge)
- Builds trust with Meta's systems and improves template approval rates
What you'll need:
- Legal business name (exactly as registered — include "LLC", "Pvt Ltd", etc.)
- Official business address
- Business phone number and email
- One of: business registration certificate, utility bill, bank statement, or tax filing
- Documents must match the information in your Meta Business Portfolio exactly
For the step-by-step process, see How to Verify Your Meta Business Manager.
Common Confusion Points
"I added a payment method to WhatChimp but can't send messages" WhatsApp API billing is separate from your WhatChimp subscription. You need to add a payment method directly in Meta's WhatsApp Manager for your WABA. See Add Payment Method.
"My templates aren't showing on my second phone number" Check if both numbers are in the same WABA. Templates are shared within a WABA — if your numbers are in different WABAs, each has its own set of templates.
"I have multiple Business Portfolios and selected the wrong one" If you've run Facebook ads or used other services, you might have more than one portfolio. Always check which portfolio you're in by looking at the top-right corner of Meta Business Suite. Each portfolio has separate WABAs, payment methods, and verification status.
"My messaging limit is lower than expected" Since October 2025, messaging limits are shared across all phone numbers in your portfolio. If you have 3 numbers and a 10K limit, that's 10K total — not 10K each.
"I verified my business but don't have the green tick" Business verification and the green tick (verified badge) are two different things. Verification is about proving your business is real. The green tick is for well-known brands with public media presence. See How to Apply for the WhatsApp Green Tick.
